Phelps Creek is a Hood River County stream that was relocated and channelized in the past. The client proposed that it be moved back to its original location to facilitate site development, but there was significant public opposition to the project. Mr. Gorman conducted all hydrologic modeling of the Phelps Creek 4,400-acre basin, conducted extensive and detailed hydraulic modeling of existing and proposed channel conditions, designed stream channel relocation plan form and sections, conducted floodplain and hydraulic impact analysis, oversaw natural resource components of the analysis and design, designed culverts to optimize use of available flood storage and to provide fish passage, documented the project in numerous reports and public presentations, and provided expert witness testimony at numerous public hearings.
