David Gorman has participated as the prime technical expert in many legal and land use cases involving surface water issues. Cases involved the analysis of drainage, flooding, erosion, and alterations of wetlands and streams. Analysis generally required the use of hydrologic and hydraulic modeling, preparation of written and oral testimony, and providing testimony in judicial and quasi-judicial hearings. He worked closely with lead attorneys to build and refine cases that are technically sound and understandable to juries, hearings officers, and judges.
