Mr. Gorman prepared specifications to dredge sandy surface material as part of the marine terminal expansion and to allow for its transport and disposal at the nearby Greenwood Island beneficial use site. Specifications included detailed dredging and handling requirements, and a special condition that the contractor’s plan be reviewed and approved by the owner. He developed specifications to assure regulatory compliance and financial control over the project by the owner with the goal to reduce/eliminate change order situations.
